Former Blanshard Municipal Telephone System (BMTS) general manager Bev Skinner passed away on Sept. 18, 2024, at the age of 89. Skinner guided the company in the 13 years immediately prior to its conversion in 1995 to cooperative ownership under the Quadro Communications banner.

“Out of all the boards I’ve served on over the years and all the GMs and CEOs that I’ve worked with, Bev was probably the best one of all to work with,” said former BMTS board of directors chair Dave Marshall, when asked recently to reflect on Skinner’s passing.

“He always had at the top of his mind the best intentions of the company, the best intentions of the people who the company served, and the best intentions of the company’s staff,” explained Marshall, who was first elected to the BMTS board in 1985 and continued to serve as a director on the Quadro board of directors until 1999 following the creation of the co-op.

Skinner oversaw operations at the company during a period of tremendous change. Not just technological change (Marshall remembers a board of directors meeting when Skinner announced the company had generated it’s first $1,000 in internet service revenue, and later as Skinner explained the intricacies of converting from manual punch-card billing to computerized billing) but also corporate organizational change.

It was Skinner who kept the BMTS/Quadro company moving forward through the sometimes tumultuous transition to cooperative ownership – a process running through 1993-95 that included two highly-anticipated meetings of the members. Annual meetings both before and after this time were generally attended by less than 50 people but in March 1993, over 200 people turned up for a BMTS annual meeting. And over 300 attended a meeting to propose the co-op conversion in June 1994 – several of them eager to passionately share their opinions. Dave Marshall remembers Skinner using his skills as a mediator to ensure proper decorum was maintained during both of these gatherings.

Among his other accomplishments beyond the telecom world, Skinner is being remembered by the Exeter and surrounding community as a 70-year dedicated member of the Independent Order of Odd Fellows and for his long service with the South Huron Hospital Board.

Thoughts of the Quadro community are with Skinner’s wife Elaine, as well as their children, grandchildren, and great-grandchildren. Bev Skinner’s legacy continues to be felt in the company and we salute his dedication to providing the area’s rural residents with state-of-the-art telecommunications.
